[Projects-WG] Proposal of NEW meeting time

Hi Dario and all,
the reason we avoided the first week of the month was the E+ deadlines.
Of course, now that is only true for October.
For me, Thursdays work much better than Wednesdays, and 9 works a lot
better than 10, 11 would also work better than 10. And the first week in
the month is the one that works the least, in general.
This new timing may reduce the number of times I can come to the meetings.
